Now the Election Commission has made the entire process online. This means you can easily download the voter list of any Panchayat, Municipality, Corporation ward, or village in Kerala right from your mobile or computer—quickly and free of cost.
What is SIR (Special Intensive Revision)?
SIR is a large-scale, detailed revision of electoral rolls conducted by the Election Commission of India (ECI).
It is more comprehensive than the normal annual voter list update.
Objectives of SIR:
- Add all eligible 18+ voters
- Remove duplicate, deceased, or ineligible entries
- Correct errors in name, age, address, or gender
- Ensure a 100% accurate roll before major elections
SIR is conducted under the powers of Article 324 of the Constitution and provisions of the Representation of the People Act.

How to Download Kerala Voter List (Ward / Village PDF)
You can download the voter list for any Kerala district — Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Idukki, Ernakulam, Thrissur, Palakkad, Malappuram, Kozhikode, Wayanad, Kannur, Kasaragod.
Step 1 – Visit the ECI Portal
Open voters.eci.gov.in
Scroll down → click Download Electoral Roll under “Services”.
Step 2 – Choose Your Details
Select:
- State: Kerala
- District
- Assembly Constituency
- Language
- Roll Type → Final Roll 2025
- Enter Captcha
Step 3 – View the Wards/Villages
You will now see all:
- Panchayat wards
- Municipality wards
- Corporation wards
- Village segments
depending on your AC.
Step 4 – Load More Entries
Only 10 entries appear at a time.
Click the ( > ) arrow to load more wards/villages.
Step 5 – Select Your Ward/Village
Tick the checkbox next to your locality → scroll up → click Download Selected PDFs.
Step 6 – Download the Complete Voter List
Your Kerala voter list PDF will now open with complete details.
Understanding Kerala Voter Lists (Simple Explanation)
1️⃣ General Election List
Prepared before major elections such as:
