What is SIR (Special Intensive Revision)?
SIR is a detailed, one-time special revision of electoral rolls carried out by the Election Commission of India.
It goes deeper than the normal annual revision.
The goal of SIR:
- Include every eligible 18+ citizen
- Remove ineligible, duplicate, or wrong entries
- Update names, addresses, or age details
- Ensure error-free and complete voter lists
SIR is done under ECI’s powers (Article 324 of the Constitution & Representation of the People Act).

The Chief Electoral Officer of Goa provides local voter roll links, forms, and instructions. - Offline (Door-to-door):
The Booth Level Officer (BLO) will distribute the Enumeration Form (EF) in SIR-covered areas across Goa — including both North Goa and South Goa districts.
How to Fill the Form

- Enter your EPIC number online
- View your pre-filled details
- Make corrections if needed
- Submit directly
✔ If you are applying as a new voter

How to Download Goa Voter List (Village/Ward Wise) – Step-by-Step
Using the official online portal, you can download the voter list of ANY Goa village or ward — Panaji, Mapusa, Vasco, Margao, Ponda, Canacona, Bicholim, or any other area.
Step 1 – Visit the Website
Open voters.eci.gov.in
Scroll down → click Download Electoral Roll under “Services”.
Step 2 – Select the Required Details
Choose:
- State: Goa
- District: North Goa / South Goa
- Assembly Constituency
- Language
- Roll Type: Final Roll 2025
- Enter Captcha
Step 3 – View the Area List
You will now see:
- Wards (for urban areas like Panaji/Margao/Mapusa)
- Villages (for rural areas like Calangute, Curtorim, Quepem, etc.)
Step 4 – Load More Wards/Villages
The page shows 10 at a time.
Click the ( > ) arrow to load more entries.
Step 5 – Select Your Village/Ward
Tick the checkbox next to your locality → scroll up → click Download Selected PDFs.

Understanding Election Lists (Simple Breakdown)
1️⃣ General Election List
Prepared before any major election such as:
- Goa Assembly Elections
- Lok Sabha Elections
Before these elections, SIR updates are carried out.
2️⃣ What is SIR Draft List?
The SIR Draft List is released to let people:
- Add names of new 18+ voters
- Correct any mistake
- Remove deceased/incorrect entries
This is released only before major elections.
3️⃣ What is Draft Roll List?
Draft Roll is the regular yearly list released for public review.
