The Ayushman Bharat Scheme, officially known as the Pradhan Mantri Jan Arogya Yojana (PM-JAY), is India’s biggest government-funded health insurance initiative.

Introduced under the National Health Policy 2017, this program aims to provide Universal Health Coverage (UHC)—ensuring that every citizen can access medical care without worrying about hospital bills.

The scheme was launched by Prime Minister Narendra Modi on 23rd September 2018 in Ranchi, Jharkhand.


Why Was Ayushman Bharat Started?

Before PM-JAY, crores of families in India struggled with high hospitalization costs, often selling assets or borrowing money for treatment. Ayushman Bharat was introduced to end this burden by providing completely free and cashless hospital services to economically weaker families.

This mission is supported by two core components:

  1. Health and Wellness Centres (HWCs) – For primary medical services and preventive health care
  2. PM-JAY – For hospital treatment and advanced medical procedures

Together, they create a complete healthcare network—from routine checkups to major surgeries.


Primary Objective

The central aim of Ayushman Bharat is to offer ₹5,00,000 free cashless health insurance per family per year for hospital treatment. It covers 10.74 crore low-income families, benefiting nearly 50 crore Indians, making it the largest public health insurance program in the world.

Beneficiary families are identified using the SECC 2011 database, and the scheme is jointly funded by the Central and State Governments.

What All Is Covered?

Eligibility Criteria

Eligibility is based on the Socio-Economic Caste Census (SECC) 2011 and is divided into rural and urban categories.

Rural Eligibility

Families that meet any of the following conditions qualify:

  • Houses with one room and kucha walls/roof
  • No adult aged 16–59
  • Female-headed households
  • Families with disabled members
  • SC/ST households
  • Landless labour-dependent workers

Urban Eligibility

Workers in the following occupations are eligible:

  • Ragpickers, beggars, domestic helpers
  • Street vendors, cobblers, hawkers
  • Construction workers (mason, plumber, painter, etc.)
  • Sweepers & sanitation staff
  • Rickshaw/auto drivers, conductors
  • Electricians, mechanics, delivery agents

How to Apply for Ayushman Bharat Card (PMJAY e-Card)

The process is simple, free, and paperless.

Steps:

  1. Visit a CSC center or empanelled hospital
  2. Provide your basic details (mobile/ration card number)
  3. Check your name in the SECC list
  4. Verify identity using Aadhaar or other valid ID
  5. Submit requested documents
  6. Download your Ayushman e-Card and use it at hospitals
